Appoint Travis Bartling, Leah Chubb, Lori Kajkowski, and Dave Salholm to the Mechanical Code Board of Appeal for terms to expire November 28, 2026

As Mayor, I request Council confirmation of the following appointments to the Mechanical Code Board of Appeal. The Mechanical Code Board of Appeal consists of three regular members and three alternates. All members must be qualified by experience and training to make decisions on matters pertaining to mechanical code issues. The Mechanical Board of Appeal determines the suitability of alternate materials and types of construction and provides for reasonable interpretations of the provisions of the Mechanical Code. Each member and alternate member must be qualified by experience and training to make decisions pertaining to the Mechanical Code and the safety of installations and apparatus regulated by Title 27 , including the design and installation of heating, ventilating, comfort cooling, refrigeration systems, incinerators, and other miscellaneous heat-producing appliances. I recommend three candidates for appointment to member positions and one to an alternate position on the Mechanical Code Board of Appeal for 3-year term running from November 29, 2023 through November 28, 206. Salholm Alternate November 29, 2023 to November 28, 2026 Travis Bartling Biography: Travis Bartling is a Portland native with over 20 years of HVAC experience and a family legacy of 65 years in the field. He's excelled as a lead installer and service technician for residential and commercial projects in the Portland area. In 2016, he founded his own HVAC business, dedicated to helping homeowners make informed choices with excellence and industry expertise. Statement of Interest: I'm excited about this opportunity because it allows me to contribute to decision-making, improve code interpretation, and assist contractors and homeowners in understanding and applying codes effectively. Leah Chubb Biography: Leah Chubb has worked for a local HVAC contractor, GreenSavers, for the past six years serving as both a Project Manager and Director of Operations (current position). Leah has worked in multiple jurisdictions with a focus of large and small construction and energy efficiency projects. Statement of Interest: I would like to see balance, practical and safe rule making that makes it more possible to get high efficiency systems installed in Oregon and I would like to be part of the solution that can get around obstacles to doing that. Lori Kajkowski Biography: With over 20 years of experience, Lori Kajkowski is a Journeyman Sheet Metal Worker with a diverse background that spans work in the field, fabrication shop, estimating, and teaching. Currently, she is a Preconstruction Manager at Hermanson Company which is a regional leader in mechanical systems construction. Statement of Interest: I'm excited to be part of the Board because I'm looking forward to collaborating with new colleagues, connecting with the community, and using my skills to make a positive impact. Dave Salholm Biography: Dave Salholm was licensed by the state Fire Marshal to work on oil furnaces in 1975. Dave has served as an owner, served as a manager, and serviced and installed inside of several HVAC companies. Dave has worked with the Oregon Mechanical Officials Association (OMOA) and is certified by the state as a mechanical inspector. Dave has worked with OMOA on different code development committees. Dave currently works in sales and design for Pyramid Heating and Cooling. Dave has been the individual often sought out for advice inside his field. Statement of Interest: I am looking forward to serving on this board. It is an opportunity to give back to the community and my industry. I hope to bring both an understanding of the mechanical code and the reality of what the manufacturers and industry needs to make a system work correctly. These candidates bring a wealth of expertise and experience to the Mechanical Code Board of Appeal in support of the Bureau of Development Services, the other City development bureaus, the development community, and all Portlanders.
