Reappoint Laura Golino de Lovato, Ian Davie, Allen Hines, and Moriah McSherry McGrath to the Rental Services Commission

As Mayor and Commissioner of Finance & Administration, I request Council confirmation of the following reappointments to the Rental Services Commission (RSC) : Reappointment Term Laura Golino de Lovato, Co-Chair 09/30/2023 – 09/30/2025 Ian Davie 09/30/2023 – 09/30/2025 Allen Hines 09/30/2023 – 09/30/2025 Moriah McSherry McGrath 12/31/2023 – 12/31/2025 Respectfully submitted, Ted Wheeler Mayor Laura Golino de Lovato, Co-Chair Biography: Laura Golino de Lovato is the Executive Director of Northwest Pilot Project (NWPP), a nonprofit organization providing housing assistance and advocacy to very low-income seniors in Multnomah County. Laura has over 30 years of fundraising and nonprofit management experience, providing leadership in fund development, strategic planning, and community engagement. She joined NWPP in October 2016. She serves on the board of directors of PDX Jazz/Portland Jazz Festival, and Here Together. Laura holds a master’s degree in library and information Science from Simmons College, Boston. She values social justice and peace, inclusive communities, and animals. She lives south of Portland with her husband and two Golden Retrievers. Statement of Interest: As Executive Director of Northwest Pilot Project (NWPP) I represent an organization with over 54 years of experience working with both vulnerable low-income seniors who need rental housing they can afford, and with housing providers, both nonprofit and for profit. I am able to weigh in on topics such as barriers to housing access (past convictions, rent debt, evictions), and to also address systemic issues such as screening criteria, housing construction, access to healthcare and legal services, faced by all low-income renters, including seniors on fixed incomes. Ian Davie Biography: Ian Davie is Deputy Executive Director at Home Forward where he works with teams deploying housing services in pursuit of anti-racist policies and outcomes. At Home Forward, Ian supports various departments including rent assistance, homelessness initiatives, property management, and safety. Ian’s work is informed by an upbringing in rural Oregon, college in Los Angeles, and a dozen years of real-life education in New York City. During those years, his focus on tenant rights, eviction prevention, housing system reform, and anti-racism policy work expanded as a poverty law attorney and Deputy Director of Housing at Bronx Legal Services. Ian and his partner returned to Oregon in 2016, welcomed babies in 2018 and 2019, and still sneak in bike rides, jogs, and scooter parties under the supervision and direction of two little ones. Statement of Interest: Housing is a human right, and I do this work to push our housing system to perfect and ensure that right. Allen Hines Biography: Allen Hines is the director of the Real Choice Initiative , a project that works to support people with disabilities transition from institutions to living in the community. He is a graduate student at Portland State University in the Counselor Education program. His focus is on mental health counseling for people with disabilities. He has lived independently for 12 years and has personal experience finding and maintaining housing as a person with a disability. Statement of Interest: I am one of the original commissioners on the Rental Services Commission, and it has been my pleasure to provide guidance on housing policy and the housing market. I would like to continue to serve on the RSC. Housing is a top priority for people with disabilities and older adults. I have worked with these populations for more than 15 years. While they are often overlooked due to limited data, people with disabilities and older adults have unique challenges in navigating the rental housing market. I hope to continue to address those challenges as part of this body. Moriah McSherry McGrath Biography: Since moving to Portland from New York City in 2006, Moriah (she/her) has been a renter, housing provider (a.k.a. landlord), homeowner, and condo board member. Moriah is currently a faculty member in the School of Urban Studies and Planning at Portland State University . Before becoming a professor, she worked at the Multnomah County Health Department, where she focused on housing and environmental justice issues. She is also a returned Peace Corps volunteer (Madagascar). Statement of Interest: I have seen rental housing issues in Portland from a variety of perspectives: as a renter from 2006-2016, a housing policy researcher since 2010, a landlord since 2012, and a condominium association board member since 2016. I am eager to support Portland’s City Council in making sound policy as our city experiences rapid changes in the housing market, state and local policies, and even the shape of City Council itself. I look forward to applying my community health expertise to my service on the committee, aiming to increase housing stability for my fellow Portlanders.
