Appoint Heather Lyons and Peg Malloy to the Portland Housing Advisory Commission for terms to expire September 2023

As Mayor and Commissioner of Finance & Administration, I request Council confirmation of the following appointments to the Portland Housing Advisory Commission: Appointment Term Begin Term Ends Heather Lyons September 2021 September 2023 Peg Malloy September 2021 September 2023 Respectfully submitted, Ted Wheeler Mayor Bio Heather Lyons is a Regional Director at the Corporation for Supportive Housing (CSH). She works to promote systems and policies that create supportive housing. Ms. Lyons has significant experience with policies and programs addressing community needs across the housing continuum and serving frequent users of public systems. She led the City of Portland’s efforts on Home Again: A 10 Year Plan to End Homelessness. Prior to CSH, she was a caseworker in emergency shelters and domestic violence programs and a community organizer working with recovering addicts and alcoholics. Statement of Interest Ms. Lyons’ interest to serve on PHAC stems from her deep commitment around homelessness, supportive housing, and centering people with lived experience. She looks forward to sharing her experience, skills, and lessons learned working in coordination with governments, non-profits, and community members to create meaningful change. Ms. Lyons sees her role on PHAC has an opportunity to expand the work of supportive housing and related issues. Bio Peg Malloy is the founder and Executive Director of the Portland Housing Center, a local lender providing homeownership counseling, education, and financial services. Her background includes co-managing a neighborhood credit union, writing guidelines for personal loans, making loans for business expansions, and designing a gap financing program for special needs residential buildings. Ms. Malloy has also developed two culturally specific financial curricula. She believes homeownership matters to creating the economic opportunity necessary for a fair and just society. Statement of Interest Ms. Malloy feels passionately about homeownership. She believes that affordable homeownership gets kicked down the road in public policy even though it makes the greatest financial difference for families to have opportunities otherwise not available. The Preference Policy down payment program is an important first step in regaining Black homeownership, since down payment assistance is the greatest barrier to buying homes, but the program needs more resources. During her tenure on PHAC, Ms. Malloy is committed to making homeownership a major priority now, and not for later work.
