Accept the Chief Procurement Officer's recommendation of a contract award to General Sheet Metal Works, Inc. in amount not to exceed $1,241,570 for the installation of source captured exhaust systems in fire stations

TO THE COUNCIL: On September 22, 2020, the City of Portland was awarded Grant No. EMW-2019-FG-04726, from The Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), for the Installation of Source Capture Exhaust Systems at the various Fire Stations in the Portland area. The grant provides funds in the amount of $1,167,544. The period of performance to complete the project is between 9/29/20 through 9/28/21. On February 22, 2021, FEMA issued a memorandum which provides a one-time, 12-month extension to all FY 2019 AFG Program awards. This action will extend the period of performance to complete the project from 9/28/21 to 9/28/22. On November 18, 2020, City Council passed Ordinance No. 190203, authorizing a competitive solicitation and contract award between $ 1 million and $1,500,000., for the Source Capture Exhaust Systems to be installed at 31 fire stations to prevent diesel exhaust emission exposure and limit firefighter’s occupational exposures to carcinogens. On 12/23/2020, Procurement Services issued Request for Proposals (RFP) No 00001573 for Installation of the Source Captured Exhaust System. Responses were due on February 15, 2021 and three (3) proposals were received. The Evaluation Committee selected General Sheet Metal Works, Inc., as the highest scoring proposer and on March 11, 2021, a Notice of Intent to Award a Contract was issued and publicly posted for seven (7) days and no protest or public comments were received during that period. General Sheet Metal Works Inc. has a current Business Tax registration and meets the City’s contracting compliance requirements. In accordance with Ordinance No. 190203, the CPO would like to recommend award of a contract to General Sheet Metal Works, Inc., for a not-to-exceed amount of $1,241,570.00. for the Installation of source captured exhaust systems at 31 Portland fire stations.
