Purpose & background

Pursuant to paragraph 150 of the Settlement Agreement in United States of America v. City of Portland, Case No. 3:12-cv-02265-SI, as amended, Portland Police Bureau was directed to issue a publicly available annual report which included a summary of its problem-solving and community policing activities.

Community impacts

Prior to the 2022 Report being finalized and publicly released, it was provided to the Portland Committee on Community Engaged Policing (PCCEP) for its review and comment in a public meeting with community member attendees, and it was revised in response to that feedback. In July, 2023, the Portland Police Bureau (PPB) held meetings in each precinct area on PPB’s 2022 Annual Report, and Police Chief Lovell and the precinct commanders responded to questions from community members.

REPORT TO COUNCIL Date: July 19, 2023 To: City Council From: Chief Charles Lovell III Re: Accept the 2022 Annual Report of the Portland Police Bureau The Portland Police Bureau's (PPB) Annual Report for 2022 (2022 Report) is attached as Exhibit A. Pursuant to the Settlement Agreement in United States of America v. City of Portland, Case No. 3:12-cv-02265-SI, as amended, PPB shall issue a publicly available annual report which shall include a summary of its problem-solving and community policing activities. In May of 2023 and prior to the 2022 Report being finalized and publicly released, a draft copy was provided to the Portland Committee on Community Engaged Policing (PCCEP) for its review. PPB received both feedback from PCCEP and the community at a PCCEP meeting on June 14, 2023, and invited additional written comments until June 30, 2023. PPB also held meetings in each of its precincts on July 20, 25, and 27, 2023, respectively, and is now presenting the 2022 Report to Council. I recommend Council accept the report.
