The annual Community Report highlights the impact of the Portland Children’s Levy on the ground and is a way to hear from the people most impacted by voter investments, including children, families and staff at our grantee partners. In this year’s report, we celebrate two decades of making a difference. In FY 2023, PCL provided 91 program grants totaling more than $26 million to support grantee partners working in early childhood, after school, child abuse prevention and intervention, foster care, hunger relief, mentoring, community childcare, and smaller organizations working in these areas. The Levy served just over 9600 participants in 5 program areas that offer primarily relationship-based programming over time: early childhood, afterschool, mentoring, child abuse prevention and intervention and foster care. In hunger relief, levy programs served more than 15,000 children, and distributed 3.5 million lbs of food at more than 60 sites. These programs reached populations disproportionately affected by racial inequities. 92% of children served from families with incomes at 185% of the federal poverty level or less 77% identified as Black, Indigenous and People of Color 44% live or attend school in East Portland 33% speak a primary language at home other than English (over 50 languages reported by grantees). The report highlights program delivery stories from each of the Levy’s program areas and staff and youth from a Levy small grants fund recipient, Portland Tennis and Education, will speak to how that program impacted participants.
