Appoint Michael Diltz and Reeder Rice to the Noise Review Board

As Mayor, I request Council confirmation of the following appointments to the Noise Review Board. I am recommending two candidates for appointment to fill two vacant positions. Appointment Membership Category Term Term Dates Michael Diltz (completing Agha Zain's term) Community Member-at-Large 1 st July 3, 2024 - September 13, 2026 Reeder Rice Construction Industry Representative 1 st July 3, 2024 - July 2, 2027 Michael Diltz is an elementary school principal whose work requires him to work collaboratively with all members of our community, regardless of race or language. He is also a teacher, musician, father, and an active community member. In addition, he also has a background in audio-engineering, having recently utilized these skillsets to navigate how best to mitigate noise concerns with the surrounding neighborhood, related to outdoor school events that include music. As a Board member Michael sees this as opportunity to help guide policy in a way that addresses and supports all community members related to noise and sound, in all its forms throughout Portland and to support best ways community groups can respectfully bring events into their community to embrace all neighbors. Member statement of interest from Michael Diltz: I am looking forward to helping the city by providing advisement related to community events and help the community to be able to access opportunities for music, presentations, and more. Reeder Rice has an extensive background of 45 years’ experience in heavy and highway construction which also best describes the seat he will fill on the Noise Review Board, as a professional in construction. He is excited for this opportunity to provide input from a professional construction perspective, which represents an industry that is often a source of noise, and which also requires frequent applications for construction noise variances for activities such as crane erection, cement pours, and the operation of large heavy equipment. Mr. Rice will provide the balance the board needs as it relates to construction noise. In addition, his varied life and work experiences have provided him a better understanding of many issues facing our community. Member statement of interest from Reeder Rice: I am excited for this opportunity to provide professional input from a construction perspective, and to represent an industry that is often a source of noise and to help bridge the gap of understanding between development and community needs, as it relates to noise. Both candidates bring a wealth of expertise and experience to the Noise Review Board, in both understanding noise impacts and building relationships, which will help further and support community engagement. With these appointments, the Noise Review Board membership will have all vacant seats filled.
