Purpose & background
The purpose of this legislation is to authorize the Chief Procurement Officer to execute a construction contract for the Sunnyside South & Ladd’s Addition Reconstruction & Green Streets (ALD-06 & ALD-07) Project for $9,017,921. The Bureau of Environmental Services (BES) needs to replace approximately 9,500 linear feet of sewer or storm sewer pipe including about 180 sewer service laterals. This project includes service extensions to resolve non-conforming sewer connections for 55 properties in SE Portland. An additional 2,200 linear feet of pipes will be rehabilitated using cured-in-place lining methods. The project will also construct 58 stormwater facilities to improve system capacity. This project will also replace 75 ADA ramps to improve pedestrian sidewalk access within the project area. Ordinance No. 190367 was approved by City Council on April 21, 2021, authorizing the Chief Procurement Officer to issue a competitive solicitation for the Sunnyside South & Ladd’s Addition Reconstruction & Green Streets (ALD-06 & ALD-07) Project. The construction cost based on bids received is $9,017,921.
Financial impacts
The engineer’s estimate for this project was $10,330,000 and the confidence level was High. Based on the proposal received, BES anticipates the construction contract cost to not exceed $9,017,921 which is 12.7% below the engineer’s estimate. Funds are available in the Sewer System Operating Fund, FY 2021-2022 through FY 2023-2024 Capital Improvement Plan Budget, Bureau of Environmental Services, WBS Element E10368.C60. The purposed legislation will not create, eliminate or re-classify any positions now or in the future.
Community impacts
Since May 2017, BES has conducted extensive community outreach and public involvement regarding the goals of the project, investigative activities during the design phase such as soil sampling and utility location, green street locations and planting plans, and what to expect during construction. Internally, the project is under one contract, but to the public it is two separate projects. Outreach has included: • Develop and maintain two project webpages. • Project updates mailed to 3,082 property owners, renters, businesses, and public and private agencies. • Email updates to the project email list currently with 248 recipients. Email updates also posted to Sunnyside and Ladd’s Addition Nextdoor.com lists totaling 5,794 recipients. • Public presentations to Sunnyside, Richmond, and Hosford-Abernethy neighborhoods. • Public presentation to the Hawthorne Boulevard Business Association. • Situational email, mail, and phone correspondence to answer community questions, take input, and address concerns. The project information is available in multiple languages online. Fliers communicating what to expect during construction have been translated into 11 different languages. Community Outreach and Public Involvement staff have worked closely during the design with the Non-Conforming Sewers Outreach staff, and the Neighborhood to the River (N2R) Community Engagement staff. This includes the Private Property Retrofit Program (PPRP) and the Education, Community Outreach, Public Involvement Program (ECOPIP). Debbie Caselton, Environmental Services, has been the Lead Community Outreach and Public Involvement staff throughout design and will remain the contact throughout construction. The construction contracting community, including contractors certified with the State of Oregon as minority, women, and emerging small businesses became involved when the Chief Procurement Officer advertised and publicly noticed the project on the City’s Online Procurement System on March 31, 2022. A public notice was also posted in the Daily Journal of Commerce on April 1, 2022. Potential bidders were able to review the competitive solicitation, ask questions, provide comments and submit a bid in response to the Invitation to Bid (ITB). Proposals received resulted in the award of the construction contract. Procurement Services managed the procurement process. No protests were received. The City’s equity in contracting aspirational goal of 20% of the hard construction costs for subcontractor and supplier utilization of firms certified by the State’s Certification Office for Business Inclusion and Diversity (COBID) applies to this project. The Chief Procurement Officer has advertised and received bids for Bid Number 00001834 on behalf the Bureau of Environmental Services (BES), with a project construction estimated of $10,330,000. BES rated the project estimate confidence level as High. Bids were opened on May 5, 2022, and three (3) bids were received. The lowest responsive bid is from Landis & Landis Construction, LLC, thus it is recommended that their bid be accepted at the estimated unit prices quoted for a total bid amount of $9,017,921 which is 12.7% below the engineer’s estimate. The City’s equity in contracting aspirational goal of 20% of the hard construction costs for subcontractor and supplier utilization of firms certified by the State’s Certification Office for Business Inclusion and Diversity (COBID) applies to this project.
