Accept bid of Interlaken, Inc. for the 4M Bikeway Project for $1,335,110 (Procurement Report - ITB No. 00001795)

Authorize the Chief Procurement Officer to execute a construction contract for the 4M Bikeway Project to Interlaken, Inc. The construction cost based on bids received is $1,335,110.50. In April 2012, City Council adopted the East Portland in Motion Implementation Strategy Report. The 4M Bikeway project is one of the projects listed in the Report’s Implementation Matrix. The Portland Bureau of Transportation (PBOT) is in the process of developing a connected, low-stress bike network in East Portland. The 4M Bikeway will be a critical piece of that network. Ordinance No. 190249 was approved by City Council on January 06, 2021, authorizing the Chief Procurement Officer to issue a competitive solicitation for the 4M Bikeway on behalf of PBOT. No revenues will be impacted by this legislation. This legislation does not change existing City policy.

The engineer’s estimate for this project was $1,382,988.03 and the confidence level was moderate. Based on the bids received, PBOT anticipates the construction contract cost to not exceed $1,335,110.50 which is 3.5% under the engineer’s estimate. PBOT has funds budgeted FY 2021/22 for construction, inspection and management of the project through the Fixing Our Streets fund and the Transportation System Development Charge Program. No present positions will be created, eliminated, or re-classified as a result of this legislation.

Public involvement has been conducted throughout project development including open houses and attendance at a neighborhood association meeting and the Bicycle Advisory Committee meeting. The construction contracting community, including contractors certified with the State of Oregon as minority, women, and emerging small businesses became involved when the Chief Procurement Officer advertised and publicly noticed the project on the City’s Online Procurement System on February 24, 2022. Potential bidders were able to review the competitive solicitation, attend a pre-bid meeting, ask questions, provide comments and submit a bid in response to the Invitation to Bid (ITB). Bids received resulted in the award of the construction contract. Procurement Services managed the procurement process. No protests were received. The City’s equity in contracting aspirational goal of 20% of the hard construction costs for subcontractor and supplier utilization of firms certified by the State’s Certification Office for Business Inclusion and Diversity (COBID) applies to this project.
