Certify abstract of votes cast, and proclaim Measure 26-240 approved at the Municipal Non-Partisan Special Election held on May 16, 2023

City Code 2.04.160 requires the City Elections Officer to proclaim to City Council the candidates nominated, elected, and any measures approved at each City election. This report provides the official results of the Municipal Nonpartisan Special Election held May 16, 2023 in the City of Portland. Report data is generated from certified abstracts of votes from Multnomah, Clackamas, and Washington Counties. Note: Related to this item, there is one separate mayoral proclamation on the consent agenda for June 28, 2023 proclaiming the passage of Measure 26-240, as required by City Code Section 2.04.160.

There will be an item in the Fall BMP to cover costs related to this special election. In alignment with administrative rule (ADM 2.01) regarding special elections payment, General Funds will be sought to cover these costs for the City. Multnomah County Elections Office has communicated costs to be approximately $110,000. A final invoice will be sent to the City by July 15, 2023. Additional background: Portland City Council authorized this special election through Resolution No. 37610. As opposed to regular elections held biennially throughout the City and state in May and November, special elections held outside these dates incur costs for the specific jurisdiction(s) responsible for calling the election. These costs are shared across the ballot among jurisdictions depending on registered voter count and number of items appearing for voters. For this special election, there were multiple jurisdictions with items on the ballot and therefore the cost of the election will be shared by those jurisdictions.
