Accept the 2021 Annual Report for the Bull Run Treatment Projects

REPORT TO COUNCIL 23 June 2021 (2:00 pm) Accept the Bull Run Treatment Projects 2021 Annual Report TO THE COUNCIL: In fulfillment of the requirements of Resolution 37309 (Bull Run Watershed filtration plant to treat drinking water), the Portland Water Bureau hereby submits the attached annual report, which has been expanded to include the Bull Run Treatment Projects for filtration and corrosion control. The Portland Water Bureau is building a water filtration facility, new pipelines, and an improved corrosion control treatment facility to meet federal Safe Drinking Water Act regulations. The Improved Corrosion Control Treatment Project will improve treatment for lead from April 2022 until a permanent treatment technology is incorporated into the filtration facility. The Filtration Project includes construction of a filtration facility and pipelines. The Filtration Project must be complete by September 30, 2027. These projects will help the Portland Water Bureau comply with federal regulations and will further protect our health, support our economy, and prepare us for the future — keeping our water safe and abundant for generations to come. The attached report details the progress of these projects including public engagement, funding, and schedule updates, with a focus on the Filtration Project. In November 2020, the Portland Water Bureau reached its first significant Filtration Project milestone with the submission and acceptance of the Pilot Study to the Oregon Health Authority. The 2021 Annual Report to Council demonstrates that the Portland Water Bureau remains committed to advancing these treatment projects for the betterment of the region’s drinking water. The Commissioner of the Portland Water Bureau concurs with the above Report to Council and Exhibit A, and; RECOMMENDS That the Council accepts the Bull Run Treatment Projects 2021 Annual Report.
