Appoint Michael Raley to the Noise Review Board for term to expire June 30, 2024

June 14, 2021 As Mayor and Commissioner of Finance & Administration, I request Council confirmation of the following appointment to the Noise Review Board: Appointment Term ­­­_______ Replacing Michael Raley June 30, 2024 Kerrie Standlee Respectfully submitted, Ted Wheeler Mayor Statement: As a white male with the inherent privilege that identity entails, I acknowledge that privilege and do my best to see the ways in which it shapes my life and the lives of others. I try to speak on the topics where I am an expert (noise, acoustics, sound) so that I can help people, and I also aim to generally shut up and listen on the topics where I am by no means an expert (things like racial equality and gender equality, and most other things outside acoustics). I do my best to acknowledge my ignorance and biases, always continue learning, and to communicate using the principals of non-violent communication. I strive to approach everyone I meet with compassion, kindness, and empathy, to always give them the benefit of the doubt, and with the idea in mind that there is something I can learn from everyone I meet. Bio: Michael Raley worked in Portland as an acoustical consultant for ten years. During that time, he worked on many environmental noise projects. He has performed long-term noise measurements of industrial and transportation noise sources and conducted full environmental noise assessments for the same. He currently works as an acoustical engineer for a building acoustics product manufacturer located in Canby, OR. He has a Bachelors’ degree in acoustical engineering from Purdue University and is Board Certified by the Institute of Noise Control Engineering. He is a member of the Acoustical Society of America, the Institute of Noise Control Engineering, and American Society for Testing and Materials . He is also the chair of an ASTM task group developing a new acoustical measurement standard. Additionally, he is a musician and has played at several local venues.
