Impact statement

Purpose & background

This legislation is proposed to allow Home Forward to appoint a Gresham representative to a vacant seat on their Board of Commissioners, which requires Portland City Council approval by resolution, per ORS 456.095 and ORS 456.100.

Financial impacts

Not applicable.

Economic impacts

None.

Community impacts

This legislation will allow for Home Forward's Board of Commissioners to continue to hold public meetings with a quorum so they may continue to make important decisions around affordable housing. The nominee has been selected and approved by the City of Gresham in a separate process. The nominee and representatives from Home Forward will be available as needed at committee or full Council. This appointment will help ensure the Home Forward Board is responding to Portland's local needs and continues coordination on the delivery of affordable housing supply. Home Forward manages and develops much of the city of Portland's affordable housing. If this seat is not filled it may have a negative impact on their decision-making abilities, which could delay projects.
