WHEREAS, the Portland City Council recognizes that policies, procedures and practices regarding city operations are currently found in different sections of City Charter, City Code, City Administrative Rules, and city communications; and WHEREAS, the Portland City Council recognizes that collating and collecting these policies, procedures and practices in one document can support operations and governance of the City of Portland; and WHEREAS, the Portland City Council recognizes Transparency, Communication and Collaboration as City Core Values; and WHEREAS, the Portland City Council recognizes that establishing a Portland City Council Governance Handbook supports the City Core Values of Transparency, Communication and Collaboration. NOW, THEREFORE, BE IT RESOLVED, the Portland City Council will establish a Portland City Council Governance Handbook, as shown in Exhibit A; and BE IT FURTHER RESOLVED, the Portland City Council will review and update the Portland City Council Governance Handbook as additional relevant policies, procedures and practices are established and formalized; and BE IT FURTHER RESOLVED, this Resolution is non-binding City policy.
