Purpose & background

The eleven-member Citizen Review Committee (CRC) is responsible for ensuring impartial hearings of appeals, participating in public outreach efforts, and providing an advisory role to the Independent Police Review (IPR) and Internal Affairs (IA). Currently, the Committee has five members whose terms will expire in the coming weeks, four members of which would be reappointed with terms expiring March 31, 2027 by this resolution. Volunteer CRC members are appointed by City Council to perform five primary functions: Gather community concerns about police services. Help the IPR Director develop policy recommendations to address patterns of problems with police services and conduct. Review and advise IPR and IA on the complaint handling process. Hear appeals from complainants and officers and publicly report its findings. Periodically serve on the Police Review Board , an advisory body to the Chief of Police that makes recommendations as to findings and propose officer discipline of sworn members. Community impacts

The Citizen Review Committee and staff in IPR engages in recruitment efforts with multiple organizations and individuals. IPR is currently working on a recruitment for Citizen Review Committee members for current vacancies and will nominate candidates to City Council as soon as practicable. To be eligible to serve on a City of Portland advisory body, members must live, play, worship, go to school, or work or do business in the City of Portland. Citizen Review Committee candidates are evaluated for their abilities to: Demonstrate ability to be impartial and objective; Possess sound communication and listening skills; Lead and function well in a group; Maintain high standards of confidentiality; Act as an appeal body member and become familiar with the relevant City Code and protocols in conducting appeal hearings and other duties; and Be willing to make a substantial time commitment — including trainings, monthly evening meetings, workgroup meetings, and independent review of complaint files.

WHEREAS, the City Council adopted Ordinance 175652 , June 6, 2001, establishing the Citizen Review Committee ; and WHEREAS, an eleven-member Citizen Review Committee is responsible for ensuring impartial hearings of appeals, participating in public outreach efforts, and providing an advisory role to the Independent Police Review and the Portland Police Bureau's Internal Affairs Division ; and WHEREAS, the committee has current members whose terms expire April 6, 2024, and are interested and eligible in continuing to serve; and WHEREAS, the Director of Independent Police Review has nominated four candidates for reappointment to City Council. Biographies and statements of interested for each reappointment are included as Exhibit A; NOW, THEREFORE, BE IT RESOLVED, that the City Council for the City of Portland, Oregon, reappoints Yume Delegato, Gregg GA Griffin, Jessica Katz, and Kyra Pappas to the Citizen Review Committee for terms through March 31, 2027 .
