Purpose & background

The purpose of this legislation is to appoint Sam Rodriguez to the Prosper Portland Board for a term to expire August 2, 2023. Prosper Portland is governed by a five-member volunteer board, whose members are appointed by the Mayor and approved by City Council. Board members serve three-year terms and are eligible for reappointment. This appointment will be to fill the remainder of a term of a commissioner who resigned from the Board in early 2022.

May 4, 2022 As Mayor and Commissioner of Finance & Administration, I request Council confirmation of the following appointment to the Prosper Portland Board: Appointment Term Replacing Sam Rodriguez 5/4/2022 to 8/2/2023 Francesca Gambetti Sam Rodriguez Bio: Sam Rodriguez serves as Senior Managing Director, with a focus on the Portland, Oregon market for Mill Creek Residential. Formerly, Mr. Rodriguez served as a Development Associate for the Pacific Northwest division with Trammell Crow Residential. Before joining Trammell Crow, he worked as a Project Manager for a Portland residential developer for two years and prior to that practiced architecture for 16 years, the last six as a Senior Associate and Project Manager at SERA Architects. As a developer, Mr. Rodriguez has been responsible for developing and building over 3,000 apartment homes in the Portland market. Mr. Rodriguez is currently the Chair of the Portland Design Commission, and is a board member of the Oregon Smart Growth, NAIOP and a member of the Archdioceses of Portland Building Committee Mr. Rodriguez received a Bachelor of Architecture from the Central University of Venezuela. He is a registered Architect in Washington DC and Venezuela. Sam Rodriguez Statement of Interest: “As the Portland partner for Mill Creek Residential, I live by our company’s values; that to develop and build in a community you need to be an engaged and active member of the community. As such, I have made it an integral part of my practice to commit meaningful time and effort and to lend my expertise to both public agencies and trade organizations to help form and implement policies, which will have positive outcomes for our community as whole.
