Purpose & background

Pursuant to Council Resolution 37610, the Mayor is charged with appointing a representative of the business community to a seat on the Levy's Allocation Committee. Dan Floyd was appointed to serve as the business community representative on the PCL Allocation Committee in December 2023. His 2-year term expires in December 2025. Mr. Floyd is interested and willing to continue serving on the Committee for another 2-year term. He has attended every meeting of the Committee over the past 2 years, and completed all tasks and reviews requested of members.

Community impacts

Recruitment for the business community representative position was conducted using the process required by Civic Life for soliciting applications of community members to sit on City advisory boards. Four people applied, three were interviewed, and Dan Floyd was selected. He served on another board with current Allocation Committee member, Felicia Tripp Folsom, and came highly, and personally recommended by her, and by all references we contacted.

TO THE COUNCIL: As Mayor, I request Council confirmation of the following reappointment to the Portland Children's Levy (PCL) Allocation Committee: Dan Floyd 2 nd Term: December 31, 2025 – December 31, 2027 Biography: Dan Floyd was born and raised in Portland and attended Portland Public Schools through 8 th grade. He has served on other boards with missions related to supporting youth including All Hands Raised, League of Minority Voters and Incight, an organization supporting people with disabilities. He is the owner of a small business, HTC Race Series, and has served as the business community representative on the PCL Allocation Committee for the past two years. Personal Statement: I am a product of the programs PCL seeks to support. This is an incredible opportunity to serve my community in a meaningful way – to give back to the community that helped raise me.
