Appoint Members to the 82 nd Avenue Area, East 205, and Sumner-Parkrose-Argay-Columbia Corridor Tax Increment Financing District Community Leadership Committees. ​The Community Leadership Committee (Committees or CLC) will advise City Council, Prosper Portland Board, Prosper Portland staff, and City staff on the implementation of its respective TIF District Plan, providing essential guidance, public recommendation, and implementation oversight. These Committees are public bodies pursuant to Oregon Revised Statutes Chapter 192. As outlined in the Governance Charter, each CLC will consist of thirteen (13) positions, and all members must either live, work, worship, have children enrolled in school, or have been displaced from within the TIF District boundaries.​

There are no additional financial or budgetary impacts. All costs are budgeted and allocated from each respective East Portland TIF Districts Fund as allowable administrative expense. Costs may include reimbursement for childcare expense, food for meetings, other services including translation/interpretation and ADA accommodation, and a nominal stipend.

Community Governance charters were adopted as part of each East Portland TIF District Plan. These charters established district-specific CLCs and outlined co-creation expectations and accountability mechanisms. These committees are central to the success and accountability of the 82nd Avenue Area, East 205, and Sumner-Parkrose-Argay-Columbia Corridor (SPACC) TIF Districts. Each Committee’s purpose is to advise Prosper Portland and City staff, the Executive Director of Prosper Portland and the Director of the Portland Housing Bureau (PHB), the Mayor and the City Administrator’s office, the Portland City Council, and the Prosper Portland Board of Commissioners on the implementation of the TIF Plan by providing essential guidance, public recommendations, and oversight of the implementation of the TIF Plan. The processes outlined emphasize collaborative idea generation and equitable participation. They are rooted in mutual respect, shared understanding, accountability, and acknowledgment of the diverse perspectives, power, and expertise that each partner brings to the table. Meaningful co-creation requires transparency, open communication, technical support, and ongoing assessment of community needs and priorities throughout the life of each TIF District. In partnership with the City’s Office of Community and Civic Life Advisory Body Program, staff co-developed questions with TIF District Exploration Steering Committee members to advance a public recruitment process. The application was accessible in English, Arabic, Chinese, Karen, Russian, Somali, Spanish, Ukrainian, and Vietnamese. Recruitment efforts for the committees were multi-faceted and included blast emails; a short YouTube video developed by the East Portland TIF Exploration Community Liaison in partnership with East Portland Neighborhood Prosperity Network (NPN) members; small business canvassing; and staff office hours, one-on-one meetings, attendance at neighborhood association meetings, open houses, and luncheons to support filling out applications. In total, 129 applications were received, with some applicants applying for multiple districts: 61 applications were received for the 82nd Avenue Area committee, 53 for the East 205 committee and 42 for the SPACC committee. The CLCs will play a vital role in each TIF district’s implementation. The CLCs will foster continued engagement, offer guidance, and help ensure that the implementation of the TIF Plans reflects the voices, insights, and priorities of district residents and stakeholders. The Governance Charters establish a shared commitment and require CLC members, City leadership, and City staff be committed to authentic, open, and equitable public engagement. While differences of opinion will inevitably arise, the CLC and City partners have committed to continue working together in co-creation for the life of the TIF Plan to achieve the community's vision, goals, and values as established in the TIF Plan.​
