*Create a new non-represented classification of Lead Preschool Teacher and establish a compensation range for this classification

Multnomah County runs the Preschool for All Program to provide tuition-free preschool for 3- and 4-year-olds . The City applied for and was granted funding for the current eleven classrooms at the nine Parks & Recreation Sites to become Preschool for All pilot sites for 154 students starting in the 2025/2026 school year. The change to the existing Preschool classrooms will impact both the Recreation Associate Classification as well as the Recreation Lead Classification. Due to the Preschool for All site program requirements, the current classification of Recreation Leader – Preschool Specialty cannot be utilized. The new classification accounts for the wages, hours, and educational requirements set by the Preschool for All program. It creates ​ a promotional recruitment process open to all current Recreation Leader – Preschool Specialty employees, and ​ a fter the promotional opportunity, Parks will have a second external round of hiring to fill any remaining vacancies and establish an eligible list for the position. ​ ​ ​

There is no direct cost to create the new classifications. The Lead Preschool Teacher will have a pay range of $22.07 to $39.23 hourly. This program will be hosted by Portland Parks & Recreation, and the costs for this program are 100% funded by the Multnomah County Preschool for All program.

This classification supports family and childcare needs to support the economic mobility for City of Portland residents with children enrolled in the new Preschool for All pilot sites.

This classification is established in response to the Multnomah County voter-approved Preschool For All tax. No community involvement is specifically associated with this classification action. This action is largely internal to City government processes to support Preschool for All programming needs.
