*Authorize Letter of Agreement with PROTEC17 to extend the expiration date of the current Collective Bargaining Agreement from June 30, 2025 to December 31, 2025

The City of Portland ordains. Section 1. The Council finds: The City and Professional and Technical Employees Local 17 (PROTEC17) are parties to a collective bargaining agreement (CBA) effective January 1, 2022, to June 30, 2025. The City and PROTEC17 intend to bargain a successor CBA, and the City is currently conducting a compensation study for the classifications represented by PROTEC17 that is not complete and that the City and PROTEC17 want to use to inform successor bargaining. The City and PROTEC17 have tentatively agreed to extend the duration of the CBA to allow time for the classification compensation study to be completed. The current CBA does not include a cost-of-living adjustment (COLA) for the 2025-2026 fiscal year. As part of the agreement to extend the duration of the CBA, the City and PROTEC17 also agreed to a COLA for the 2025-2026 fiscal year under the same terms in the CBA that applied to COLAs for prior fiscal years. The tentative Letter of Agreement is attached as Exhibit A. NOW, THEREFORE, the Council directs: The Director of the Bureau of Human Resources is authorized to enter into a Letter of Agreement in a form substantially similar to Exhibit A, which extends the duration of the CBA between the City and PROTEC17 to December 31, 2025, and provides for a cost-of-living for PROTEC17 bargaining unit members for fiscal year 2025-2026. This ordinance is binding City policy. Section 2. The Council declares that an emergency exists because waiting longer would unnecessarily delay the orderly implementation of the provisions of this Letter of Agreement; therefore, this Ordinance shall be in full force and effect after its passage by the Council.
