The original end date of this contract was amended to extend from June 30, 2024 to June 30, 2025. Adequate budget appropriations are in place and need to be added to the target value of this contract. Northwest Success provide janitorial service to 25 buildings including community and art centers, Delta Park, maintenance yards, and Urban Forestry facilities across Portland. Welcoming and clean spaces are essential to service delivery, meet critical public health needs, and efficient and safe employee functions.
Financial impacts
The emergency contract budget amendment will add $1,200,000.00 to the existing $1,250,000.00 target value to procure the needed janitorial services through June 30, 2025. However, this will not amend the budget as the cost of this service was already included in FY 24-25 budget.

The City of Portland ordains. Section 1. The Council finds: Clean, welcoming recreation facilities and sites are essential to Portland Parks & Recreation’s (PP&R’s) ability to provide exemplary park and recreation services to the people of Portland Council, through Ordinance No. 191111, passed on December 12, 2022, authorized a price agreement with Northwest Success, an Oregon Forward contractor, for a contract not to exceed $1,000,000.00 for a nine-month term, that expired on October 1, 2023. The contract was made effective on January 2, 2023 as Contract No. 30008330. As authorized by Portland City Code 5.33.110, Contract No. 30008600 was approved by Central Procurement for October 1, 2023 through June 30, 2024, with the City’s option to extend for up to 1 additional 1-year period. Total not to exceed $1,000,000.00. Pursuant to authority under Portland City Code 5.33.040, the Chief Procurement Officer amended Contract No. 30008600 on April 12, 2024. Amendment No. 1 increased the target value by $250,000 to a new total not-to-exceed amount of $1,250,000.00 and extended the term from June 30, 2024 to June 30, 2025. An additional amount up to $1,200,000.00 is needed to pay for services through the end of the term. This will increase the contract not-to-exceed total to $2,450,000.00. The amount requested in the initial contract needs increased to align with the amount that was budgeted and is needed to procure the services for the time period of the contract. Appropriation is included in the FY 2024-2025 Budget for the services through June 30, 2025. NOW, THEREFORE, the Council directs: The Chief Procurement Officer, or designee, is authorized to execute an amendment to the contract with Northwest Success, Inc. subject to approval as to form by the City’s Attorney’s Office, with an additional contract amount of $1,200,000.00, for a revised not to exceed of $2,450,000.00. The Mayor and Auditor are hereby authorized to make payments to the contractor, chargeable to the appropriate project cost object when demand is presented and approved by the proper authorities.
