Authorize competitive solicitation and contract with the lowest responsive and responsible bidder for construction improvements of the Swan Island Combined Sewer Overflow Pump Station Pumps 1, 3 and 5 project (Project E11368)

This legislation authorizes competitive solicitation and contract with the lowest responsive and responsible bidder and provides payment for construction of the Bureau of Environmental Services (BES) Swan Island Combined Sewer Overflow (SICSO) Pumps 1, 3 and 5 project (E11368). BES needs to construct improvements to the Swan Island Combined Sewer Overflow (SICSO) pump station to address issues including excess pump vibration, pump failure, excess pipe stress, and damaged pipe system components. Improvements will increase operator safety and reduce the risk of catastrophic pump station failure and uncontrolled Combined Sewer Overflow (CSO) to the Willamette River.

This legislation will authorize City staff to contract with and provide payment to the lowest responsive and responsible bidder for the SICSO Pumps 1, 3 and 5 project (E11368). The Design phase of the project is nearing completion and BES estimates that construction costs for the project will be $2,300,000 with a moderate level of confidence. Funds will be used from the Sewer System Operating Fund FY 2024-25 Budget.

This project is anticipated to have minimal or no construction impacts to the public. Improvements to the SICSO Pump station will be made within the underground facility, which is in an industrial area. Constructed improvements are expected to reduce the risk of catastrophic pump station failure and uncontrolled Combined Sewer Overflow (CSO) to the Willamette River. Improvements will increase the reliability of this critical pump station and the resiliency of the overall municipal wastewater collection system. No groups are anticipated to testify in relation to this legislation.
