*Authorize contract with the lowest responsible bidder for the N Willamette Blvd Active Transportation Corridor Project

The City of Portland ordains. Section 1. The Council finds: In March 2022 City Council executed an Intergovernmental Agreement with the Oregon Department of Transportation to accept $4,456,000 in federal aid Regional Flexible Funds administered by Metro for the Willamette Active Transportation Corridor Project via Ordinance No. 190743; and The Portland Bureau of Transportation over matched the grant with an additional $1,641,000 from the Transportation System Development Charge fund. The total Project cost is $6,097,000. The Project is approaching final design and PBOT will soon proceed with bidding the Project for construction. The Bureau of Transportation has funds budgeted in proposed FY 2025-26 and FY 2026-27 for construction, inspection and management of the Project. The Bureau's level of confidence in the cost estimate for this Project is moderate; the scope is well defined, and plans and specifications are nearing completion. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to facilitate the competitive solicitation process in accordance with City Code 5.34 to obtain the lowest most responsible bidder. Upon the Council’s acceptance of the Chief Procurement Officer’s report recommending the lowest responsible bidder, the Chief Procurement Officer, City Administrator or Deputy City Administrator is authorized to award, negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney’s Office. the Chief Procurement Officer, City Administrator or Deputy City Administrator is authorized to execute any subsequent amendments or change orders that may be needed for this contract, provided that such amendments or change orders have been approved as to form by the City Attorney’s Office. The Mayor and Auditor are hereby authorized to make payment chargeable to T01036 when demand is presented and approved by the proper authority. Section 2. The Council declares that an emergency exists because the project must be bid as soon as possible to begin construction in 2025 ; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
