*Accept and appropriate grant for $16,500 from the State Historic Preservation Office for Certified Local Government Program activities

The City of Portland ordains: Section 1. The Council finds: The Oregon State Historic Preservation Office has notified the City of Portland that it has been awarded a Certified Local Government Grant in the amount of $16,500. This grant will support continued work of the Historic Resources Program in identifying and documenting LGBTQ+ historic sites. A local match in the amount of $16,500 will be provided by the General Fund Historic Resources Program. The match will be in the form of salary, benefits, and payroll taxes. NOW, THEREFORE, the Council directs: The Director of the Bureau of Planning and Sustainability (BPS Director) is hereby authorized to accept on behalf of the City of Portland a grant from the State Historic Preservation Office in the amount of $16,500 for LGBTQ+ historic site identification and documentation and to execute a Grant Agreement substantially similar to Exhibit A. The FY 2024-25 budget is hereby amended as follows: GRANT FUND: Fund – 217 Business Area – PN 00 Bureau Program Expenses – $16,500 BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf. The BPS Director is authorized to execute amendments to the Agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
