*Amend contract with Universal Protection Service, LP dba Allied Universal Security Services to increase amount by $8,500,000 to provide additional Professional Security Officer Services (amend Contract 31002159)

The City of Portland ordains: Section 1. The Council finds: OMF Security Division is responsible for managing the daily security needs of City-owned buildings and locations that make up over one million square feet of office and retail space. These locations have a high level of public use Monday through Friday, and weekends at some locations, 365 days a year with over 4,500 employees work at these locations daily. A contract for Professional Security Officer Services in the amount of $10,000,000 was awarded to G4S Secure Solutions, Inc. in 2019 to provide Professional Security Officer Services for the following City-owned buildings: The Portland Building, City Hall, 1900 Building, Columbia Boulevard Wastewater Treatment Plant (BES), Water Bureau at Interstate, Kerby Yard (PBOT), the 911 Bureau of Emergency Communication (PCC), and the Portland Bureau of Emergency Management (ECC). The contract expiration date is June 30, 2024. Since the initial contract period, security support has been amended to provide additional security coverage to a variety of City sites, including facilities utilized by infrastructure and public safety bureaus. Increasing the spending cap will allow the City the necessary resources and flexibility to continue fortifying security measures and maintain a safe environment for all stakeholders. This will assist with the continued bolstering of security staffing levels that can deter potential threats, swiftly respond to calls of service, and maintain a secure and controlled environment. This ordinance increases the contract amount by an additional $8,500,000.00 and extends the contract period an additional three fiscal years to provide services through FY 2026-27. This increase and contract extension will enable the City to address the increased service requests from various bureaus and ensure business continuity while the City transitions to a new form of government, and while City leadership works to develop and implement a fully integrated citywide security division. The Office of Management and Finance recommends that contract No. 31002159 with Universal Protection Service, LP dba Allied Universal Security Services for Professional Security Officer Services be amended to increase the amount by $8,500,000.00 for a new total contract value not to exceed $24,051,986.38. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to amend contract No. 31002159 with Universal Protection Service, LP dba Allied Universal Security Services to increase the amount by $8,500,000.00 for a new total contract value not to exceed $24,051,986.38, provided the City Attorney's Office approves the amendment as to form. The Mayor and Auditor are hereby authorized to pay when demand is presented and approved by the proper authorities. Section 2. The Council declares that an emergency exists in order to avoid disruption in security services and impacts to business continuity from the City sites, programs, and bureaus that utilize these services; therefore, this Ordinance shall be in full force and effect after its passage by the Council.
