*Authorize competitive solicitation for a pedestrian hybrid beacon at W Burnside St & St. Clair Ave and traffic signal rebuilds at N Rosa Parks Way & Greeley Ave and SE Foster Rd & 111th Ave/Dr

The City of Portland ordains: Section 1. The Council finds: The Bureau of Transportation (PBOT) is responsible for providing safe pedestrian crossings and traffic signals serving the traveling public. ​On June 19 th , 2018, PBOT applied to ​the Oregon Department of Transportation (ODOT)​ for a grant in the amount of ​$568,888​ for ​the W Burnside and St Clair Crossing Project​​. On April 5 th , 2023, the City Council passed Ordinance No. 191218 to accept the $568,888 grant from ODOT. The pedestrian hybrid beacon at W Burnside St & St Clair Ave is on Portland’s High Crash Network and is a priority for safety improvements under the Vision Zero goal to eliminate traffic deaths and serious injuries. The pedestrian hybrid beacon will address a pedestrian crossing gap identified by PedPDX, Portland’s Citywide Pedestrian Plan. Due to the similar scopes of work, anticipated efficiencies gained, and greater ability to coordinate projects, the procurement and construction of the pedestrian hybrid beacon at W Burnside St & St Clair Ave has been bundled with two traffic signal rebuilds. The traffic signal rebuilds at N Rosa Parks Way & Greeley Ave and SE Foster Rd & 111th Ave/Dr will replace outdated equipment past their expected life, ensure reliable signal operations, and reduce future maintenance costs. The traffic signal rebuilds at N Rosa Parks Way & Greeley Ave and SE Foster Rd & 111th Ave/Dr will bring the intersections into compliance with the Americans with Disabilities Act by providing audible Accessible Pedestrian Signal (APS) and accessible curb ramps. PBOT has funds budgeted in FY 2024-25 and proposed FY 2025-26 for construction, inspection, and management of the pedestrian hybrid beacon and traffic signal rebuilds. The Bureau's level of confidence in the cost estimate for this project is moderate; the project is well defined, and plans and specifications are nearing completion . NOW, THEREFORE, the Council directs: The Chief Procurement Officer to facilitate the use of the competitive solicitation process in accordance with City Code 5.34 to obtain the lowest most responsible bidder. Upon Council acceptance of the Chief Procurement Officer’s Report, Procurement Services is authorized to negotiate and execute a contract with the selected offeror, provided the contract has been approved as to form by the City Attorney’s Office. Section 2. The Council declares that an emergency exists because a delay in proceeding with the solicitation would unnecessarily impact the City’s ability to begin work on these important projects ; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
