Impact statement

Purpose & background

Established by Chapter 3.86.010 of City Code, the Golf Advisory Committee charged with advising the Commissioner-in-Charge and Director of Parks on golf program related matters. Over recent years, the committee has worked to diversify itself as it looks to represent a vibrant and growing Portland community. By establishing increasing the maximum number of voting members from ten (10) to fifteen (15), additional opportunities for membership will exist for the public, a need the Golf Advisory Committee has identified. This ordinance also establishes a minimum of nine (9) members, which is in alignment with the Portland Parks Board and helps limit ambiguity on member size. Other technical amendments to the Code Section are made for improving readability and clarity of the section.

There are no financial or budgetary impacts to the Golf Program.

Community impacts

The Golf Advisory Committee advises Portland Parks and Recreation on golf program related matters, as charged by Portland City Code. They are in support of this action, to make their committee more to support furthering golf goals. The Golf Advisory Committee Chair will attend and be available for question from City Council.

The City of Portland ordains: Section 1. The Council finds: Ordinance 133195, effective September 20, 1971, created the Golf Advisory Committee, which has been codified in Code Chapter 3.86. Currently, the Golf Advisory Committee consists of 10 members of the public who are charged with serving in an advisory capacity to the Commissioner in Charge and Director of Portland Parks and Recreation (“Parks”), with regard to the operation of the City’s golf program. Having a range for the number of members needed to compose the committee would allow the flexibility in soliciting interested citizen volunteers for service. The range of members would allow in varied perspectives, experiences and skillsets, in order to provide guidance to the City’s golf program and to better serve a growing and diversifying Portland. Other technical amendments to the Code Section are made for improving readability and clarity of the section. NOW, THEREFORE, the Council directs: Portland City Code Section 3.86.010 is amended as shown in Exhibit A.
