Purpose & background

PBOT is responsible for commercial property management services in the SmartPark garages. This includes leasing and brokerage, rent collection, tenant relations, and facility maintenance. Historically, OMF Division of Asset management has provided those services on behalf of PBOT. That support will end on 7/1/2024. Therefore, to prevent a critical service gap, PBOT will contract with a private commercial property management services provider.

Financial impacts

100% of the costs associated with this contract will be paid from the Parking Facilities Fund, which is comprised of a combination of garage revenue and commercial rents. There will be five (5) Internal Order numbers used for this contract: 8TR000001434, 8TR000001437, 8TR000001439, 8TR000001441, 8TR000001443. There is no anticipated net change in cost. The contract that will result from this solicitation will continue an existing service but shift from an internal to external vendor. PBOT’s FY 2024-25 Requested Budget will reflect the change from an internal to external service, with the budget number based on historical cost patterns. Adjustments to the budget will be made in the next fall bump, if required.

The City of Portland ordains: Section 1. The Council finds: The Portland Bureau of Transportation (PBOT) is responsible for the commercial property management services across approximately 70,000 square feet of leasable commercial retail space in the SmartPark garages. These services include leasing and brokerage, rent collection, tenant relations, and facility maintenance. Historically, the Office of Management and Finance, Division of Asset Management has provided those services on behalf of PBOT. That support will end on 7/1/2024. To prevent a critical service gap, PBOT will contract with a private commercial property management services provider. The on-going purchase of commercial property management services through a competitive solicitation will ensure the best value for tenants and customers of the garage commercial spaces. The estimated cost for the purchase of commercial property management services over a period of five years is approximately $1,000,000. The Bureau of Transportation seeks Council’s authorization for Procurement Services to issue a competitive solicitation for Commercial Property Management services in the SmartPark garages. The Bureau’s confidence level in the estimated cost is low . NOW, THEREFORE, the Council directs: The Chief Procurement Officer to facilitate the use of the competitive solicitation process in accordance with City Code for the purchase of Commercial Property Management services for the SmartPark garages. Upon Council acceptance of the Chief Procurement Officer’s Report, Procurement Services is authorized to negotiate and execute a contract with the selected offeror, provided the contract has been approved as to form by the City Attorney’s Office. Section 2. The Council declares that an emergency exists because a delay in proceeding with the solicitation will result in a critical service gap ; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
