The purpose of this ordinance is to allow PBOT to contract with HDR for design and surveying services for the “NE Martin Luther King Jr. Safety & Access to Transit” project.

The project is focused on adding additional crossing opportunities for vulnerable road users. The specific locations for crossings were identified and prioritized through engagement with community residents and stakeholders as part of the NE Martin Luther King Jr. Boulevard Corridor Safety Investment Strategy, developed in partnership with the Soul District Business Association. The purpose of this project is to create improved crossing opportunities on NE Martin Luther King Jr. Boulevard adjacent to businesses, housing, health services, TriMet Line 6 bus stops, and Woodlawn Elementary School. The City of Portland ordains: Section 1. The Council finds: NE Martin Luther King Jr. Boulevard is a bustling commercial main street. The street serves as a Major City Walkway, Civic Main Street, Major City Traffic Street, and Major Truck Street. TriMet bus service runs every 15 minutes or less most of the day every day. NE Martin Luther King Jr. Boulevard features one of Portland’s highest concentrations of affordable housing and further expansion is planned for the future. The purpose of this project is to improve safety and access to transit by providing new and/or enhanced signalized crossings of NE Martin Luther King Jr Boulevard. The Regional Flexible Fund grant application for this project was developed in partnership with the Soul District Business Association in 2021. The Oregon Department of Transportation has notified the City of Portland that it will award federal funding to the Portland Bureau of Transportation totaling $2,623,000, with $987,030 allocated to design phase. Funding for the local match and any overruns are coming from Transportation System Development Charges and Fixing our Streets. The Bureau's level of confidence in the cost estimates for this project is moderate, due to contingencies in the scope. NOW, THEREFORE, the Council directs: That the Commissioner-in-Charge is hereby authorized to enter into a contract with HDR in a form similar to the contract attached as Exhibit A.
