Financial impacts

Costs for these projects have been posted to PBOT Capital Project T00585 (SW 4 th Ave), T01108 (NE Couch), and T01109 (SW Alder). All three projects (T00585, T01108, and T01109) have local funds that have already been budgeted and allocated in the CIP and accounted for in the five-year CIP forecast. The grant number is TR000323. No additional match is required. No additional funding is requested. Community impacts

The SW 4 th Avenue project was included in the Central City in Motion plan, which had a robust community engagement effort including online open houses, focus groups, workshops, dozens of meetings with neighborhood associations, community groups and committees, and mailings to over 20,000 residents on affected streets, resulting in over 7,000 comments. The SW 4 th Avenue project will convert a vehicular lane into a bus and turn lane between SW Grant and SW Mill, providing all-day transit speed and reliability benefits. This lane change will impact travel times for people driving during the busiest times of day. The SW Alder was included in the Rose Lane Project plan, which also had robust community engagement including an online open house, public feedback survey, a dozen presentations to relevant committees and neighborhood associations, and three in-person open houses. The SW Alder project will upgrade existing temporary bus stops with new permanent concrete ones, reducing maintenance costs and improving aesthetics in the downtown. The NE Couch project is already complete and is not affected by this amendment. Project managers will do additional notifications and outreach prior to construction.

The City of Portland ordains: Section 1. The Council finds: The Portland Bureau of Transportation led a public planning process in coordination with TriMet to develop the Enhanced Transit Corridors and Central City in Motion plans. Adopted by Portland City Council in June of 2018 and November of 2018 respectively, these plans identified where transit priority treatments could be most beneficial on the planned TriMet Frequent Service network within the City of Portland; and Since adoption, PBOT, in partnership with TriMet, has been working to fund, design and implement identified projects that would benefit the greatest number of Portland transit riders; and In November of 2021, TriMet and PBOT executed an IGA under Council Ordinance No. 190595, City Contract No. 30007943 to reimburse the Portland Bureau of Transportation up to $3,536,530 for investments in transit priority treatments on SW 4 th Avenue, SW Alder and NE Couch; and Since 2021, construction costs have escalated and additional project elements have been requested by TriMet. This first amendment is made to extend the term of City Contract No. 30007943 to July 1, 2025 and to increase the total amount of TriMet funding by $2,816,982, providing a new not to exceed amount of $6,353,512 to cover these cost increases. NOW, THEREFORE, the Council directs: The Commissioner-in-Charge is hereby authorized to execute Amendment No. 1 to the Intergovernmental Agreement with TriMet for the SW 4 th Avenue, NE Couch and SW Alder projects in a form similar to the contract attached as Exhibit A. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty-five percent (25%) or greater. The FY 2023 / 2024 budget is hereby amended as follows: GRANTS FUND Fund: 217 Business Area – TR00 Bureau Program Expenses – 1,408,491 The OMF Grants Office is authorized to perform all administrative matters in relation to this agreement including amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
