Authorize contract with HDR Engineering, Inc. for design and surveying services for the NE 122nd Ave Safety & Access: Beech St – Wasco St project not to exceed $1,192,809

The purpose of this ordinance is to allow PBOT to contract with HDR for design and surveying services for the “122 nd Ave Safety & Access” project.

No long-term financial impacts or changes to City policy or budget are required. The project is currently in the Bureau of Transportation’s budget (SAP Cost Object Number: T01034). There is no additional funding requested.

The project is focused on adding additional crossing opportunities for vulnerable road users in an area with high concentrations of Environmental Justice and underserved communities. The specific locations for crossings were identified and prioritized through engagement with community residents and stakeholders as part of the 122 nd Avenue Plan that began in 2018. The purpose of this project is to help create crossing opportunities so that people can safely access Parkrose High School and Middle School, businesses, and health services that exist adjacent to 122 nd Avenue, and also have improved access to Line 73 transit service. Opportunities for public and stakeholder involvement will occur throughout this and future phases of the project. DBE contracting Design contract comprises of 18% certified DBE participation, exceeding the 8.5% federal requirement.
