*Approve Intergovernmental Agreement between Prosper Portland and Bureau of Technology Services to provide Geographic Information System services for a three-year period (Contract 30008644)

The City of Portland ordains: Section 1. The Council finds: This Intergovernmental Agreement is made and entered into by and between the City of Portland through its Enterprise Geographic Information Systems program (“CGIS”) and Prosper Portland (“Prosper”). This agreement is a one-time agreement for a three-year period. This agreement shall be effective July 1, 2023 and shall remain in effect until and including June 30, 2026. Standard billing by the City to Prosper for CGIS services will be an annual charge of $46,400.00 for the period of July 1,2023 to June 30, 2024. For the period of 07/01/2024 to 06/30/2026, the amount charged for all services will increase by 5% once annually on 07/01 of each year. NOW, THEREFORE, the Council directs: The City's Chief Procurement Officer is hereby authorized to execute an IGA with Prosper Portland, to provide GIS services for three years beginning in FY 2023/2024 for an annual value of $46,400 (plus 5% annual increase), provided that it is approved as to form by the Office of the City Attorney similar to Exhibit A. Section 2. The Council declares that an emergency exists because the City needs to act promptly to ensure continuity on providing services dependent upon use of GIS data and services; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
