Financial impacts

The project will be funded through an ODOT SRTS grant ($78,455) and a local match from PBOT ($20,000), accounted for in the FY 23-24 CIP as project number T01333. The grant number is TR000367. ODOT shall reimburse PBOT for 79.69 percent of project costs up to $78,455. There is no work outside of the scope of the project anticipated, and no additional funds requested. The FY 2023 / 2024 budget is hereby amended as follows: GRANTS FUND Fund: 217 Business Area – TR00 Bureau Program Expenses – 78,455

Community impacts

This crossing improvement came from the conversations with the ODOT, school district and community following the bicyclist death at SE 26 th Avenue and Powell. This action is administrative, and the execution of this contract is noncontroversial and will not have community impacts upon its execution.

The City of Portland ordains: Section 1. The Council finds: The Portland Bureau of Transportation (PBOT) applied to Oregon Department of Transportation (ODOT) for a grant in the amount of $78,455 for the design and construction of the SE 26th Avenue Cleveland High School Crossing Improvement; ODOT has notified the City of Portland that it will award a grant for the design and construction of the SE 26th Avenue Cleveland High School Crossing Improvement to PBOT in the amount of $78,455; The project number for this is T01333. The grant number is TR000367. NOW, THEREFORE, the Council directs: The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from ODOT for the design and construction of the SE 26th Avenue Cleveland High School Crossing Improvement in the amount of $78,455. The Commissioner-in-charge to execute an Intergovernmental Agreement in the amount of $78,455 in a form similar to the contract attached as Exhibit A. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty-five percent (25%) or greater. The FY 2023 / 2024 budget is hereby amended as follows: GRANTS FUND Fund: 217 Business Area – TR00 Bureau Program Expenses – 78,455.00 The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
