*Authorize contract with GardaWorld for Security Services for SmartPark, Portland Downtown Heliport, and Streetcar Facilities not to exceed $6,306,319

The City of Portland ordains: Section 1. The Council finds: The Portland Bureau of Transportation (PBOT) is responsible for managing all official business, operations, maintenance, and records for the City’s SmartPark garages. The SmartPark garage system houses approximately 3,700 parking spaces and 71,800 square feet of leasable commercial space across five facilities. The Portland Downtown Heliport sits atop the SmartPark garage at 33 NW Davis St, and is operated and maintained by PBOT. PBOT operates and maintains the Portland Streetcar system. The Streetcar’s primary operations and maintenance facility is located at 1516 NW Northrup St. SmartPark’s mission is to support the economic vitality of the City by providing affordable parking that primarily meets the short-term needs of shoppers, visitors and business customers. The SmartPark garages play a vital role in revitalizing the Central City. Providing safe and secure parking facilities is a critical component of that revitalization. Security services for the SmartPark garages, Portland Downtown Heliport, and Streetcar facilities were advertised under RFP 00002014, and five (5) responsive proposals were received. The selection committee reviewed and scored these proposals in accordance with PCC 5.68 and selected GardaWorld. The Bureau's level of confidence in the cost estimates for this project is high. The not-to-exceed amount includes an estimated annual cost of $2,029,223.04 in wages, benefits, and administrative costs over a period of three years, in addition to a one-time cost of $218,650 for installation of security cameras in the SmartPark garages. Contract costs for the garages and the heliport will be funded through parking garage revenue. Contract costs for the streetcar facility will be funded through general transportation revenue. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to execute a contract with GardaWorld in a form similar to the contract attached as Exhibit A, at a cost not to exceed $6,306,319.12, provided it has been approved as to form by the City Attorney. The Mayor and City Auditor are hereby authorized to draw and deliver checks payable to GardaWorld, chargeable to PBOT when demand is presented and approved by the proper authorities. Section 2. The Council declares that an emergency exists because a delay in execution of this ordinance would result in an unacceptable lapse in security coverage at the garages; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
