The City of Portland ordains: Section 1. The Council finds: Through an error, the System Development Charges presented on Exhibit A to Ordinance No. 191293 did not align with the Council’s intent. The proposed corrected sewer and stormwater rates, charges, and fees are consolidated into a comprehensive schedule as set forth in Exhibit A to this Ordinance. The consolidated schedule does not preclude the establishment or continuation of charges and fees by resolution, ordinance, Code provision, or administrative rule not otherwise specified in this Ordinance. NOW, THEREFORE, the Council directs: The Council adopts for Fiscal Year 2023-24 the sewer and stormwater rates, charges, and fees set forth in the attached Exhibit A. All other terms and provisions of Ordinance No. 191293 remain the same. This ordinance is binding City policy. Section 2. The Council declares that an emergency exists to avoid charging rates higher than the Council-directed level; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
