*Authorize Intergovernmental Agreement with Multnomah County for Home Forward Temperature Assessment Project

The City of Portland ordains: Section 1. The Council finds: The City of Portland, through the Bureau of Emergency Management, initiated the Home Forward Project in March 2022 to measure temperature and humidity in public housing units through contract 30008094 with CAPA Strategies. The Home Forward Project was created to measure temperature and humidity in high-risk public housing units. The primary goals are (1) to determine when, in real-time, it is getting too hot or unsafe inside a building so building managers can initiate protective actions for residents, and (2) to collect information about indoor temperatures in different building types, to inform future planning and design. The City of Portland Bureau of Emergency Management (PBEM) wishes to partner with Multnomah County Health Department to jointly monitor temperatures and analyze data through County Interagency Agreement HD-IGA-E-15420-2023. Under County Intergovernmental Agreement HD-IGA-E-15420-2023, Multnomah County Health Department will reimburse the City for worked performed under contract 30008094, not to exceed $60,000. NOW, THEREFORE, the Council directs: The Director of the Bureau of Emergency Management is hereby authorized to enter into an Intergovernmental Agreement substantially similar to Exhibit A, with no expenditure of City funds. The Director of the Portland Bureau of Emergency Management is authorized to execute amendments to the Intergovernmental Agreement, provided such amendments do not increase the City of Portland’s financial obligation or risk. Section 2. The Council declares that an emergency exists because of critical deadlines in the grant application process; therefore, this Ordinance shall be in full force and effect from, and after, its passage by the Council.
