The purpose is to renew an existing contract with Granicus, LLC for continued maintenance and support of the AMANDA computerized permit tracking system. AMANDA Software is the backbone of the BDS Permit system and other software is integrated into the system. AMANDA Software is in use by BDS along with other many other City bureaus. The current contract expires on August 31, 2023.

Financial impacts

This ordinance has no budgetary impacts. This legislation does not create, eliminate, or re-classify positions now or in the future. The financial impact of this ordinance is the authorized spend of $4,378,160 over a 5-year period to continue maintenance and support of the AMANDA permitting software used bureaus involved in the development review and inspections process. Costs associated with this computer system have been incorporated into the bureau’s 5-Year Financial Plan.

Community impacts

BDS did not engage in any public involvement as the AMANDA system is already in use and saving customers and community members time and money by giving them remote access to information and services, and by decreasing the need to visit the Development Services Center or BDS offices.

The City of Portland ordains: Section 1. The Council finds: On March 18, 2009, the City Council passed Ordinance No. 182607 authorizing Contract 31000013 with CSDC Systems, Inc. for maintenance and technical support services for the AMANDA permitting and case management system. On December 30, 2016, Contract 31000013 was renumbered as 30005953 following the acquisition of CSDC Systems, Inc. by CSDC, Inc. On August 2, 2018, the City Council passed Ordinance No. 189095 authorizing Contract 31001385 with CSDC, Inc. for maintenance and technical support services for the AMANDA permitting and case management system. On September 1, 2018, Contract 31001385 was renumbered as 31001428. On October 29, 2020, Contract 31001428 was renumbered as 31002104 following the acquisition of Calytera (CSDC Inc) by Granicus, LLC dba Granicus Contract 31002104 will expire on August 31, 2023 and has a 5-year renewal option. Granicus’ AMANDA Software is the backbone of the Bureau of Development Services (BDS) permit system. Other software is also integrated into the system. AMANDA Software is used extensively by other City bureaus as well as BDS. The amendment with Granicus, LLC shall be effective from September 1, 2023 to August 31, 2028 and increase the contract's not-to-exceed amount by $4,378,160 for a new total not-to-exceed amount of $8,890,575 and will cover continued maintenance, modification and enhancement of the AMANDA suite of software. NOW, THEREFORE, the Council directs: The Chief Procurement Officer is authorized to execute a contract amendment with Granicus, LLC for software and related services for a term of five years and an amount not to exceed $4,378,160 provided such amendment has been approved as to form by the City Attorney’s Office. Section 2. The Council declares that an emergency exists because a delay in proceeding with the amendment will hamper the City’s ability to proceed with permitting in the city and prohibit designating payment to Granicus, LLC. in a timely manner; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
