Purpose & background

The purpose of this ordinance is to authorize a Letter of Agreement between the City and the Portland Police Association for Bureau of Emergency Communications Dispatchers to provide a one-year extension on the existing Emergency Communications Dispatcher Trainee certification pilot. The current pilot is set to expire June 30, 2023. The Bureau has an interest in extending the pilot to provide double overtime pay for all operational overtime needs. This higher rate of pay has proven effective in incentivizing employees to voluntarily work overtime to provide for a minimum level of staffing needed to sustain critical training needs. As part of successor negotiations, both parties agreed to a one-year extension of the pilot with a new end date of June 30, 2024.

Financial impacts

The net fiscal impact is estimated to be a $770,000 increase in expenditures for FY 23-24.

The City of Portland ordains: Section 1. The Council finds: The City and the Portland Police Association representing Bureau of Emergency Communications Dispatchers (PPA-BOEC) are parties to a collective bargaining agreement (CBA) effective July 1, 2019- June 30, 2023. The parties are currently in successor negotiations. The Union is the sole collective bargaining representative on behalf of employees working in classifications listed in Schedule A of the CBA. The Parties entered into a letter of agreement in September 2022 regarding the Emergency Communications Dispatch Trainee Certification Pilot Project and wish to extend the pilot for an additional fiscal year. The Letter of Agreement shall be signed by the City and PPA-BOEC and shall conform substantially to a form similar to the Agreement attached as Exhibit A. NOW, THEREFORE, the Council directs: The Chief Human Resources Officer is authorized to enter into a Letter of Agreement, Exhibit A, between the City and PPA-BOEC, to provide for a one-year extension on the Emergency Communications Dispatch Trainee Certification Pilot Project, retroactive to July 1, 2023. Section 2. The Council declares an emergency exists to allow the ordinance to be immediately put into effect to continue to address Emergency Communications Dispatcher staffing needs; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
