Extend authority of the Director of the Community Safety Division to execute grant agreements for gun violence reduction programs (amend Ordinance 191064)

The City of Portland ordains: Section 1. The Council finds: The City of Portland provides project management for outgoing grants to provide community-based organizations funding that reflects priorities the Mayor and City Council identified to build a more family-friendly city and increase public safety. Funding for City gun violence reduction programs is included in the adopted budget and the budget monitoring process. Through Ordinance 191064 , passed on November 9, 2022, Council authorized: The Community Safety Director to execute grant agreements and amendments related to gun violence prevention provided (1) the City's financial obligations under the agreements, including amendments, do not exceed $500,000 per agreement and (2) Council approves funding for the agreements in the City's budget. The waiver of the requirements of City Policy FIN-2.04 as applied to grant agreements executed by the Community Safety Director. The authority delegated to Community Safety Director under Ordinance 191064 is scheduled to expire on June 30, 2023. Due to the ongoing crisis involving gun violence, the City, through the Community Safety Division, needs to continue its ability to expedite grant agreements and amendments to expand resources to provide external support that is desperately needed. NOW, THEREFORE, the Council directs: The authority granted under Ordinance 191064 to the Community Safety Director for execution of grant agreements and amendments related to gun violence prevention grants is extended, with conditions of (1) the City's financial obligations under the agreements, including amendments, do not exceed $500,000 per agreement, (2) Council approves funding for the agreements in the City's budget, and (3) the form of agreement contain substantially similar terms and conditions contained in the terms and conditions in City grants issued through the Office of Management and Finance’s Grant Management Office, approved as to form by the City Attorney’s Office. The requirements of City Policy FIN-2.04 are waived as applied to grant agreements executed by the Community Safety Director in accordance with this ordinance. The authority granted to the Community Safety Director in section A of this ordinance expires on June 30, 2024.
