Purpose & background

This council ordinance authorizes an IGA with ODOT providing state transportation funds to install a new signalized pedestrian crossing of W Burnside near 22 nd Avenue. W Burnside is a high crash corridor, and this section of W Burnside has seen numerous crashes including a pedestrian fatality last year.

Financial impacts

The project was prioritized for safety funding via ODOT’s All Roads Transportation Safety program (ARTS). The total project cost is estimated to be $983,000 (low to medium confidence level). The project will receive $568,887.66 of fund swap funds from ODOT via this IGA. The total project cost will be matched with $414,112.34 of local funds, the initial 10% match (GTR) and the remaining overmatch from NW Parking SAC funds. The project number is T01099, and it is budgeted in PBOT’s FY 2022-23 Adopted CIP Budget. No additional funding is requested.

Community impacts

The project has numerous benefits and will: fill a pedestrian crossing gap of ~1000ft between the 21 st Ave and 23 rd Ave traffic signals connect NW District to Goose Hollow and serve commercial destinations on Burnside serve an important and high-ridership TriMet bus stop serving Lines 15, 18, and 20 meaningfully improve safety performance on a high crash corridor The project team has presented to the NW Parking Stakeholder Advisory Committee

The City of Portland ordains: Section 1. The Council finds: The Portland Bureau of Transportation (PBOT) applied to ODOT for a grant in the amount of $568,887.66 and ODOT has notified the City of Portland that it will award a grant for the West Burnside and St. Clair Pedestrian Safety project to PBOT in the amount of $568,887.66; PBOT will match these grant dollars with $414,112.34 in local funds; The project number for this is T01099. The grant number is TR000345. NOW, THEREFORE, the Council directs: The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from the Oregon Department of Transportation for the West Burnside and St. Clair Pedestrian Safety project in the amount of $568,887.66. The Commissioner-in-charge to execute an Intergovernmental Agreement in the amount of $568,887.66 in a form similar to the contract attached as Exhibit A. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty percent (20%) or greater. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
