Purpose & background
The Portland Police Bureau changed from one vendor to another vendor that provides an online reporting system to track property transactions. These property transactions relate to acquisitions made by Secondhand Dealers of types of property often subject to theft. Code Chapter 14B.90 currently contains specific references to the previous online reporting system. The proposed change replaces the specifically named reporting system with generic language referring to a reporting system. This change will allow the Portland Police Bureau to change online reporting system vendors without the need for further code changes.

The proposed code changes would not have an impact on City revenue or expenses.
Community impacts
The Portland Police Bureau has already changed its vendor for online reporting and informed Secondhand Dealers of this change. This change only replaces an obsolete reference in the code.

The City of Portland ordains: Section 1. The Council finds: The Portland Police Bureau uses a regional online system that Secondhand Dealers are required to use in reporting transactions when acquiring items that are often subject to theft. The regional online system is a third-party vendor product. The Portland Police Bureau, from time to time, evaluates the reporting system and may contract with a new vendor to meet the Secondhand Dealer reporting needs. Code Chapter 14B.90 currently refers to a specific regional online system the Portland Police Bureau no longer uses. Code references to the old reporting system are obsolete. The housekeeping change adopts generic language to avoid this circumstance the next time the Portland Police Bureau changes vendors. NOW, THEREFORE, the Council directs: City Code Sections 14B.90.020, 14B.90.090 and 14B.90.100 are amended as set forth in the attached Exhibit A.
