Purpose & background

Metro has provided funding to operate the Waste Reduction Program since 1990. BPS uses the Per-capita funds to support overall implementation of the required 2030 Waste Plan activities, general education, state law and cooperatively implemented priorities of regional concern. BPS uses the Business Food Waste Requirement funds to support outreach and technical assistance to Portland businesses to promote waste prevention ensure compliance with the composting requirement. These programs and services are critical to meeting goals set in the 2022-25 Climate Emergency Workplan and Metro’s 2030 Regional Waste Plan. There has been no previous Council action directly related to this ordinance. This ordinance does support specific City waste policies.

Financial impacts

No City match is required for these funds. No positions will be created, eliminated or re-classified as a result of this legislation. The funding amount of $783,176 was included in the FY 2022-23 Adopted Budget for BPS.

Community impacts

The public was involved in the development of Metro’s budget, Metro’s 2030 Regional Waste Plan as well as the 2022-2025 Climate Emergency Workplan. Each of the plans involved public engagement efforts such as community meetings and gathering public comment through surveys and forms.

The City of Portland ordains: Section 1. The Council finds: Metro has notified the City of Portland’s Bureau of Planning and Sustainability (BPS) that Metro will award BPS $783,176 in FY 2022-23. The funding is intended to support Metro’s work in per-capita distribution for $664,246 and Business Food Waste Requirement for $118,930. The funding amount of $783,176 was included in BPS’s FY 2022-23 Adopted Budget. Metro funds continue to support mutual regional and citywide goals for improved efforts in waste reduction, recycling, and composting programs. No City match is required. NOW, THEREFORE, the Council directs: The Mayor is hereby authorized to accept on behalf of the City of Portland funding from Metro in the amount of $783,176 and to execute an intergovernmental agreement with Metro, substantially similar to Exhibit A. The Office of Management and Finance’s Grants Office is authorized to perform all administrative matters related to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf. The BPS Director is authorized to execute any subsequent modifications to this intergovernmental agreement, provided such modifications do not increase the City of Portland’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council.
