Purpose & background

Through the ODOT-led planning process on 82nd Ave, we identified priority enhanced crossing locations. These were vetted with the community through the planning process and included in the ODOT 82nd Avenue of Roses Implementation Plan. The 82 nd Ave Pedestrian Crossing project will address safety improvement, in this corridor at Ash and Beech intersections. This legislation is to allow the 82 nd Avenue Pedestrian Crossing project to proceed to bidding for a construction contract.

Financial impacts

No change to Portland Bureau of Transportation (PBOT) budget is requested with this ordinance. The project is in the Adopted CIP for FY 2022-23. Funding for the project comes from Fixing Our Street in the amount of $1,453,735. Cost will be recorded in project T00624. Level of project estimate confidence is moderate. No changes in staffing levels.

Community impacts

PBOT presented the project to neighborhood associations in the vicinity of the project as well as several communications and meetings with business owners in the area. Business owners are very supportive of the project and are looking forward to the project. We will continue to engage the neighborhood and businesses during the construction phase.

The City of Portland ordains: Section 1. The Council finds: ODOT led a safety planning process for 82nd Ave. As part of this planning process several intersections were identified for priority enhanced crossing locations. These were vetted with the community through the planning process, and they are included in the ODOT 82nd Avenue of Roses Implementation Plan. Two of these crossings at Ash and Beech were key locations that were recommended during the planning process. PBOT will be adding features proven to reduce fatal and serious injuries occurring in traffic crashes along 82nd Avenue. PBOT will install Pedestrian Hybrid Beacon signal, marked crossings and new ADA ramps at these two locations. Medians are one of the most effective measures to reduce or eliminate traffic crashes. Large medians that will include trees as well will be part of these enhancements. Project design has been completed and PBOT will be proceeding with bidding the project for construction. The Bureau of Transportation has funds budgeted in FY 2022/2023 and proposed FY 2023/2024 for construction, inspection and management of the project. The Bureau's level of confidence in the cost estimate for this project is moderate, the project scope is defined and plans and specifications are complete. NOW, THEREFORE, the Council directs: Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Office is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office. The Mayor and City Auditor are hereby authorized to draw and deliver warrants chargeable to T00624.C42 when demand is presented and approved by the proper authority. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities authorized by the grant ; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
