The purpose of this legislation is to establish City Council support and authorization to accept $34,922.16 from Oregon Department of Transportation for Safe Route to School transportation safety programs, education, and encouragement for students walking, biking, and driving in Parkrose School District.

Financial impacts

Costs for this grant will be posted to grant order TR03510001 and grant TR000351. A 12% required match of $ $4,631.20 is required and will be provided by budgeted staff in the FY2022-23 and 2023-2024 budgets of Portland Bureau of Transportation. No work outside the scope of this agreement is anticipated for this project.

Community impacts

Funding to implement pedestrian/bike/driver safety programs, outreach and education efforts in Parkrose School District will have a positive educational impact on community members, students, families and school district staff and partners. Funding will be used to fund student education projects on transportation and related topics such as multimodal literacy, climate connections, transportation equity, civic engagement, and Safe Systems. Portland Bureau of Transportation staff will educate community members and Parkrose Elevate Oregon staff about Safe Routes to School traffic safety programs, optional modes of transportation, Oregon traffic laws, Portland infrastructure, and transportation safety behaviors. These efforts are designed to increase pedestrian, bike, and driver safety on Portland streets leading to a reduction of fatal and serious crashes. Elevate Oregon was founded in 2010 as a principled, community response to identified inequities & disparities in access, opportunities, & outcomes for at-risk youth. Elevate began its work in Parkrose School District to address the growing dropout rate through a mentoring & curriculum model designed to promote achievement, leadership, & self-sufficiency.

The City of Portland ordains: Section 1. The Council finds: Portland Bureau of Transportation (PBOT) applied to ODOT for a grant in the amount of $34,922.16 for Safe Routes to School education and programming in Parkrose School District on 3/17/2022. ODOT has notified the City of Portland that it will award a grant for the Safe Routes to School education and programming in to work with Elevate Oregon and the Parkrose School District to PBOT in the amount of $34,922.16. Elevate works in Parkrose School District to address the growing dropout rate through a mentoring and curriculum model designed to promote achievement, leadership, and self-sufficiency for at-risk youth. The project number for this is TR03510001. The grant number is TR000351. NOW, THEREFORE, the Council directs: The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from the ODOT for the Safe Routes to School education and programming in Parkrose School District in the amount of $34,922.16. The Commissioner-in-charge to execute an Intergovernmental Agreement in the amount of $34,922.16 in a form similar to the contract attached as Exhibit A. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty percent (20%) or greater. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
