The City of Portland ordains: Section 1. The Council finds: City Council previously approved funding for Hatfield Resident Fellows program under Ordinance No. 188918 in May 2018 for the intergovernmental agreement between the City and Portland State University for four years in an amount not to exceed $960,000. The Bureau of Human Resources is seeking authority to execute three contract amendments and continue to fulfill the agreement with Portland State University. Amendment 1 increases the cost per fellow from $40,000 to $43,000 (Exhibit A). Amendment 2 adds language regarding the Public Service Fellows (Exhibit B). Amendment 3 extends the agreement through June 30, 2023 (Exhibit C). NOW, THEREFORE, the Council directs: The Chief Human Resources Officer is hereby authorized to amend the intergovernmental agreement on behalf of the City, provided such amendments do not cause the amount of the agreement to exceed $960,000, as shown in Exhibits A, B, and C. Section 2. The Council declares that an emergency exists because of the harm that would result from a delay in funding the work provided by the Hatfield Resident Fellows; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
