The purpose of this ordinance is to authorize the City or Portland Printing and Distribution Division to enter into an Intergovernmental Agreement with Multnomah County to provide printing and copying services. Multnomah County has determined the City of Portland to be the best choice based on price and service. Printing and Distribution currently provides these services for Multnomah County.
Financial impacts
Printing and Distribution will provide printing and copying services at the price per sheet based on the service that was determined in the IGA. The budgetary impact is based on the estimated services and valued at $545,000 per year.

The City of Portland ordains: Section 1. The Council finds: City of Portland Bureau of Technology Services, Printing and Distribution Division provides quick copy work and printing services to all City bureaus, Portland area agencies of the State of Oregon, and other local governmental agencies. Multnomah County, Purchasing Section, has determined the City to be the best choice available based upon price and service. The City has the capacity to absorb anticipated volumes so that there will be no negative impact on the City service levels. The additional volume generated will help utilize equipment more efficiently and allow the City to continue investing in newer, more technologically advanced equipment as needed. NOW, THEREFORE, the Council directs: The Chief Technology Officer is authorized to execute and amend an Intergovernmental Agreement with Multnomah County to provide printing services for all County agencies, provided the Agreement has been approved as to form by the City Attorney. Section 2. The Council declares that an emergency exists because a delay will adversely affect the business relationship that has developed between Multnomah County and the City of Portland; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
