*Authorize application to the U.S. Department of Transportation for a grant in the amount of $1 million for planning activities to support long term stewardship of the Rose Quarter and Lower Albina neighborhood development associated with the proposed Interstate-5 highway cover in partnership with the Albina Vision Trust

The City of Portland ordains: Section 1. The Council finds: On July 13, 2022, Portland City Council passed Ordinance 190924 authorizing an Intergovernmental Agreement (IGA) with the Oregon Department of Transportation for Planning and Preliminary Design services for the Interstate-5 Rose Quarter Project. Ordinance 190924 found that the City of Portland’s participation in the Interstate-5 Rose Quarter Project is crucial to ensure a successful project and that the interests of the City of Portland are represented. On September 7, 2022, Portland City Council passed Ordinance 190988 supporting an application to the Reconnecting Communities Pilot Program to help construct highway cover elements of ODOT’s I-5 Rose Quarter project consistent with the IGA and the Albina Vision planning effort. The Reconnecting Communities Pilot Program has funding allocation for both capital construction grants and planning grants. In conjunction with the highway cover construction grant, additional planning efforts are needed to support long term stewardship of Rose Quarter development consistent with the IGA and the Albina Vision Trust effort. The Reconnecting Communities Pilot Program provides an opportunity to obtain planning grant funds that PBOT and Albina Vision Trust will use to support analysis, design, and conversation to identify supplemental regulatory plan amendments and agreements consistent with the IGA and the Albina Vision Trust effort. Local match in the amount of $200,000 will be provided by funds from Albina Vision Trust. NOW, THEREFORE, The Council directs: The Commissioner-in-Charge is hereby authorized to make application to the U.S. Department of Transportation for a grant in the amount of $1,000,000. The Commissioner-in-Charge is authorized to provide such information and assurances as are required for the grant period. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf. Section 2. The Council declares that an emergency exists because the application is due October 13th; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
