Purpose & background

The City seeks to create broad classifications to capture the work of management positions directed to work on high-priority issues identified by the Mayor/Council. This will efficiently integrate the positions into the City’s existing systems, processes, and policies. Pay ranges for the classifications are broad but pay ranges for the body of work to be performed will be determined based on market conditions and alignment with the existing compensation structure.

Financial impacts

There is no direct cost to create the new classifications. The Emergency Operations Director has a range of $48.88 per hour / $101,670.40 annual full time to $125.35 per hour / $260,728 annual full time. The Incident Command Manager has a range of $42.74 per hour / $88,899.20 annual full time to $111.25 per hour / $231,400 annual full time.

Full text (the legislation as adopted)

The City of Portland ordains: Section 1. The Council finds: In accordance with the policies established by the City Council and based on a classification and compensation review, the Bureau of Human Resources is creating two new non-represented classifications and establishing compensation rates, effective upon passage by Council. A critical element of the Operations Director classification is exercising independent judgment in the formulation of policies that have citywide impact or importance. Accordingly, the Director of the Bureau of Human Resources recommends that employees hired into the Operations Director classification on or after the effective date of this ordinance shall be excluded from the classified service, as provided by the City Charter and Human Resources Administrative Rules. NOW, THEREFORE, the Council directs: The following classifications are being created, effective upon passage: Job Class Pay Range Operations Director $101,670.40 to $260,728 annual full time Incident Command Manager $88,899.20 to $231,400 annual full time Employees hired into the Operations Director classification shall be excluded from the classified service.
