Purpose & background
The City Auditor’s Office was established to ensure open and accountable City government. City Code Chapter 2.12 supports this purpose by regulating the disclosure of lobbying activity aimed at influencing City officials. City Code 2.12.020 defines the City officials included in lobbying regulation and includes City directors in the definition of City officials. In July 2022, the City created IPR – Independent Police Review as a new bureau. This legislation will update Code Section 2.12.020 to include the new bureau’s City director in the Code. In 2018, the City decided to once again establish the Office for Community Technology as its own bureau. This legislation will update Code Section 2.12.020 to include the bureau’s City director in the Code. This legislation does not change any City policy or revenues.

The City of Portland ordains: Section 1. The Council finds: Portland City Charter Section 2-501 established the Auditor’s Office to ensure open and accountable City government. The Auditor administers and enforces City Code Chapter 2.12. City Code Chapter 2.12 requires lobbying entities to publicly disclose their actions to influence City officials. Code Section 2.12.020 provides definitions for those regulations and defines which City employees qualify as City officials. This legislation will amend the City director definition to include the director or individual in charge of Independent Police Review and the director or individual in charge of the Office for Community Technology. NOW, THEREFORE, the Council directs: Portland City Code Section 2.12.020 Definitions is amended as shown in Exhibit A.
