*Authorize the emergency purchase of police patrol vehicles with Gresham Ford for a total not to exceed amount of $3,680,658

The City of Portland ordains: Section 1. The Council finds: Portland Police Bureau requires specialized vehicles to be able to serve and protect the citizens and property of Portland. Portland Police Bureau deferred purchasing vehicles over the past two years due to a variety of financial and budgetary factors and now has a significant shortfall of vehicles for police officers. Gresham Ford is the contracted vendor for City of Portland police vehicles and requires a purchase order. The order window to purchase Ford vehicles is very narrow, due to supply chain issues, which necessitates quick action. Gresham Ford cannot place an order with Ford Motor Company without a purchase order. This emergency procurement will have limit of up to $3,680,658 that will fund approximately 78 patrol vehicles. These funds have already been allocated and budgeted from the City’s Vehicle Replacement Fund, managed by CityFleet. NOW, THEREFORE, the Council directs: The Chief Procurement Officer, or designee, is authorized to execute a purchase order with Gresham Ford in the not to exceed amount of $3,680,658. Section 2. The Council declares that an emergency exists in order to avoid missing the Ford vehicle ordering window for securing the necessary vehicles; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
